New Emergency Rule in Effect for Chronic Absenteeism Medical Exemption

2018 Administrative Rule Changes

PLEASE NOTE: OSDE's 2018 proposed Administrative Rule changes were approved by Governor's Declaration on June 18, 2018. 

The rule changes listed on this page will go into effect on September 14, 2018.

Oklahoma State Department of Education (OSDE) administrative rules are published in Title 210 of the Oklahoma Administrative Code.

Agency rulemaking is governed by the Oklahoma Administrative Procedures Act (APA) at 75 O.S. § 250 et seq. Notice documents required by the Oklahoma Administrative Procedures Act are published in the Oklahoma Register by the Oklahoma Secretary of State's Office of Administrative Rules (OAR). Informational materials on the APA rulemaking process are available at the OAR website. The public is invited to submit comments on proposed permanent rules during the open public comment periods via email at rules@sde.ok.gov. The APA does not require a public comment period for emergency rules prior to adoption, but when possible the agency provides an opportunity for public comment on proposed emergency rules.

After the close of the public comment period, proposed permanent rules are submitted to the State Board of Education for adoption. Proposed permanent rules which have been adopted by the Board are submitted to the Legislature and Governor for review in accordance with the requirements of the Administrative Procedures Act.

Rule changes for which the public comment period has closed

The following rule change is now CLOSED for comment. A public hearing was held at 2:00 p.m. on Tuesday, October 17, 2017, in Room 1-20 (State Board Room) at the Oliver Hodge Building, 2500 North Lincoln Boulevard, in Oklahoma City.  The State Board of Education approved this rule change on November 16, 2017, and it is awaiting Legislative review during the 2018 legislative session.  Rule changes must be approved by the Oklahoma Legislature (see 75 O.S. Section 308.3(A)) or the Governor (see 75 O.S. Section 308.3(D)(4)) to go into effect, and if it receives final approval this rule is expected to take effect in September, 2018.  UPDATE: This rule change has been approved by Governor's Declaration and will go into effect on September 14, 2018.

A public hearing was held at 2:00 p.m. on Thursday, November 2, in Room 1-20 (State Board Room) at the Oliver Hodge Building, 2500 North Lincoln Boulevard, in Oklahoma City.  The State Board of Education approved these rule changes on November 16, 2017, and the amendments are awaiting Legislative review during the 2018 legislative session.  Rule changes must be approved by the Oklahoma Legislature (see 75 O.S.
