RULES CURRENTLY OPEN FOR PUBLIC COMMENT

The Oklahoma State Department of Education invites public comment on the following proposed administrative rules.  The public comment period will be open until February 16, 2016, at 4:30 p.m.  Written comments may be submitted by email to rules@sde.ok.gov, or by fax to the Legal Services Office at (405) 521-6256.  A public hearing is scheduled for 10:00 a.m. on Tuesday, February 16, at the Hodge Education Building, State Board Room - Room 1-20, 2500 North Lincoln Boulevard, Oklahoma City, Oklahoma. Persons wishing to speak must sign in at the door of the State Board Room prior to the start of the hearing.  Time limitations may be imposed on oral presentations to ensure that all persons who desire to make oral comments will have an opportunity to do so.

Agency rulemaking is governed by the Oklahoma Administrative Procedures Act at 75 O.S. § 250 et seq.  Notice documents required by the Oklahoma Administrative Procedures Act are published in the Oklahoma Register by the Oklahoma Secretary of State's Office of Administrative Rules (OAR).  Informational materials on the APA rulemaking process are available at the OAR website.  The public is invited to submit comments on proposed permanent rules during the open public comment periods via email at rules@sde.ok.gov.  The APA does not require a public comment period for emergency rules prior to adoption. 

After close of the public comment period, proposed permanent rules are submitted to the State Board of Education for adoption.  Proposed permanent rules which have been adopted by the Board are submitted to the Legislature and Governor for review in accordance with the requirements of the Administrative Procedures Act.
