The Oklahoma State Board of Education on March 5, 2012, approved permanent administrative rules for supplemental online course procedures, giving guidance to school districts on meeting the requirements of the law. Districts are required to offer any public school student enrolled in the district access to supplemental online courses that are educationally appropriate for the individual student. The board also adopted permanent rules as part of the Reading Sufficiency Act that will allow an alternative standardized reading assessment and the use of a student portfolio for good-cause promotion standards, and rules governing the mid-year promotion of retained third-graders. The board also approved rule changes for school transfer policies and several other permanent rules. The above rules were open for public comment from Dec. 15-March 1. A public forum was held Feb. 16. The adopted rules will be posted on the State Department of Education’s website.
Also in Monday’s meeting, the Board heard a reading of draft rules and a rule intent statement for the A-F School Grading System. The A-F School Grading System will use assessment results from the 2011-12 school year in determining a ranking that is designed to encourage parent and community engagement and better understanding of school performance in a manner transparent to school leaders and easily communicated to the public. In addition, the Board heard rules related to the Bullying Prevention Act, which will require school districts to submit their bullying policies to the State Department of Education, which can issue sanctions for non-compliance. Board members also heard details of the Social Studies Curriculum revision, undertaken in the fall and currently open for public comment. Kelly Curtright, Director of Social Studies Education for the state explained that about 65 educators from all sectors of the state helped rewrite the curriculum standards, which integrate the Common Core History/Social Studies Literacy Standards and place a huge focus on citizenship development. All of these rules and several others currently are open for public comment through March 19. A public forum will be held beginning at 10 a.m. March 19. The rules are posted on the State Department of Education’s website. Comments must be made by 4 p.m. March 19. In addition, the Board adopted the process by which the state will identify Reward, Targeted, Intervention, Focus, Priority and C3 Schools, as well as procedures for the District Capacity Determination Reviews to identify schools that are consistently listed as persistently low-achieving schools, in accordance with 70 O. S § 1210.544. The board was presented with detailed information about the process and procedures at its regular Feb. 23 meeting and noted there were no changes.
