License to Educate Rules

Kids, sharpen your pencils and prep your paint brushes – we want YOU to design the new Oklahoma Education License Plate. We’re looking for artwork that is eye-catching and celebrates education. Put on your brainstorming hats and let your creativity run wild!
 
State Superintendent of Public Instruction Joy Hofmeister invites all Oklahoma Pre-K through 12th-grade students to enter their best work. The winner’s creation will be featured on the new Oklahoma License to Educate Plate to benefit teacher recruitment efforts.
 
Who may submit entry forms? 
Any Oklahoma student, Pre-K through 12th grade, may submit original artwork. Teachers and parents may ONLY help students complete entry forms and upload images.
 
When will the license plates be available, and who benefits?
Education license plates will be available for preorder November 1, 2017; proceeds will be used for teacher recruitment and retention.
 
What are the restrictions for submitting artwork?
  1. Artwork MUST BE THE STUDENT’S ORIGINAL WORK in a two-dimensional medium (drawing, acrylic, pen and ink, colored pencil, watercolor, tempera, etc.). Photography and computer-created artwork will not be accepted.
  2. Limit one entry per student.
  3. Entries may include text stating a positive theme or tagline (3 words maximum) about public education.
  4. Representations of copyrighted images (movie or cartoon characters, etc.) will not be accepted.
  5. Images depicting violence or profanity will not be accepted.
  6. All artwork must include a completed entry form.
  7. Entries may be a full-plate design (5.5 inches tall by 11.5 inches wide) or an emblem design (3 inches tall by 2.5 inches wide).
  8. All entries must follow the Oklahoma Tax Commission template for further guidelines and specifications.
 
When should entry forms be submitted? 
Electronic forms must be submitted no later than September 22, 2017. Size and color may be adjusted to fit license plate restrictions. By entering, students give the Oklahoma State Department of Education (OSDE) permission to use their submissions for promotional and contest purposes, in publications, online and on the final license plate. All submissions will become the property of OSDE and will not be returned.
 
When are the finalists selected? 
A panel of judges will select finalists, whose entries will be displayed on http://sde.ok.gov/sde/LicensetoEducate and on OSDE social media. (Students’ names and districts will be included.) Judging will be based on:
  1. Originality and creativity
  2. Depiction of the theme Promoting Education
  3. Quality of artwork

Winning artwork will be chosen by a public online vote.

 
How do I submit my work? 
  1. Download the License to Educate Guidelines, Template, and Entry Form
  2. Either fill out the form below and upload your artwork OR use the downloaded PDF entry form, fill it out and mail it along with the artwork to the address below. All must be submitted electronically in .jpg or .pdf format at 300 dpi.
If you are unable to upload an image of your original work, mail the entry form and artwork to the address below. Please follow listed restrictions. Mailed entries must be postmarked by September 22, 2017.
