State Board of Education postpones SLOs, SOOs in TLE evaluation

 OKLAHOMA CITY (Feb. 26, 2015) — The Oklahoma State Board of Education today voted unanimously to postpone one element of the quantitative portion of the state’s Teacher and Leader Effectiveness (TLE) system that recently had been discredited by research.

As a result of the board vote, Student Learning Objectives (SLOs) and Student Outcome Objectives (SOOs) will not be used this school year as a proxy for Value-Added Models (VAMs). Other recommendations for research-based improvement must be made legislatively.

“I want to thank board members for considering the research that found SLOs and SOOs to be ineffective. This is just one of several steps I hope will ensure a more reliable and valid framework,” said state Superintendent of Public Instruction Joy Hofmeister.

Today’s vote changes a percentage of the quantitative component for teachers of non-tested subjects.

The TLE Commission recommended the modification after a study by Southern Regional Education Board that highlighted strengths and weaknesses of Oklahoma’s TLE system. SREB was commissioned by the Oklahoma State Department of Education in 2014 to examine implementation.

“I urge legislators to now enact the rest of the unanimous recommendations of the TLE Commission. I remain committed to strengthening our state’s teacher and leader evaluation system,” Hofmeister said.
