Oklahoma Striving Readers Comprehensive Literacy (OSRCL) Grant

2017-2018 Oklahoma Striving Readers Comprehensive Literacy (OSRCL) Grant

The purpose of the Oklahoma Striving Readers Comprehensive Literacy (OSRCL) grant is to support districts in creating and implementing comprehensive literacy programs to advance literacy skills of Oklahoma students from birth through grade 12, including limited-English-proficient students and students with disabilities. Through the OSCRCL grant, the OSDE will award $20,325,000 to districts.

Eligible Partnerships

Partnership is critical to the success of OSRCL programs. Partnerships eligible to apply for an OSRCL grant must include:
  • a continuous feeder pattern structure within a high-needs (see criteria below) district comprised of:
    • elementary schools;
    • one middle school; AND
    • one high school
  • one and no more than two non-profit early childhood providers.
Partnerships may also include:
  • partners that are identified in order to assist meeting established needs identified through a local literacy plan, i.e. institutions of higher education, public libraries, community based tutoring programs, etc.

High-Need Criteria

In an effort to ensure that the greatest number of disadvantaged students receive improved instruction and services through the OSRCL, the OSDE considers a district to be high-needs and eligible to apply for OSRCL funding if it meets the following criterion:
  • The district's free/reduced lunch rate for 2017-18 is 50 percent or higher; AND
  • The district serves students on a five-day school week beginning with the 2018-2019 school year.
    AND one of the following:
  • has at least 20 percent of the district’s student population identified for Special Education services in the 2017-18 school year; OR
  • has at least 10 percent of the district’s student population identified for English Learner services for the 2017-18 school year.
