Statewide Evaluation

Both the State Education Agency (SEA) and grantees must comply with specific evaluation and accountability policies and reporting structures. SEAs must provide comprehensive peridioic evaluations of their 21st CCLC programs, reporting on the performance measures listed in their applications to the United States Department of Education. These reports must be made available for public consumption.

This report summarizes data with the intent to document progress towards Oklahoma 21st CCLC goals and objectives, identify essential practices that contribute to program quality improvement and student success, as well as recommend key priorities for improvement that can accelerate effective youth programming in Oklahoma moving forward.

Key Insights from 2017 - 2021

This longitudinal report examines data collected over the past five years, with an emphasis on patterns and trends in relation to Oklahoma 21st CCLC Statewide Goals and Objectives. These results were then compared to the most recent data from the 2020-21 program year to identify key priorities for improvement that can support strong recovery efforts from the COVID-19 pandemic.

 

2020-2021 COVID-19 Impact Report  

After a period of closure and restrictions due to COVID-19 in the 2019-20 academic year, the State of Oklahoma entered Phase 3 of Governor Stitt’s Open Up and Recover Safely plan in the summer of 2020. During this time, Oklahoma's Title IV, Part B - Nita M. Lowey 21st Century Community Learning Center (CCLC) grantees increased their capacity to provide program support through alternative delivery methods, which also prepared them to commence services for the upcoming academic year. This learned flexibility supported preparation for adjustments to varied community conditions and shifts in school-day protocols experienced in 2020-21. 

As a result of COVID-19, the State of Oklahoma also received a waiver from the United States Department of Education that resulted in the cancellation of all annual state-level student assessments for 2019-20 (21st CCLC APR Outcomes Reporting Letter - July 7, 2021). As the primary measure of progress for the Oklahoma 21st CCLC program, this cancellation meant that no direct measure of academic progress could be reported for 2019-20. While testing resumed for the state in 2020-21, the Oklahoma 21st CCLC program was unable to show growth for this reporting year, as there was no student assessment data from the previous year for comparison. 

The Oklahoma State Department of Education, in consultation with the 21st CCLC evaluation team, determined that the focus for the 2020-21 report should be shifted to showcase how program grantees supported communities with innovative strategies and implementation plans.  

The video below highlights that while schools and programs faced unprecedented challenges (e.g. lack of transportation and program space, limited internet infrastructure, and the ongoing public health crisis). ALL 21st CCLC programs in Oklahoma continued to operate and serve students with high-quality learning opportunities tailored to their students' unique needs!

Annual Report

21st CCLC grantees are required to complete an Annual Report.  Completion of the Annual Report will help to ensure continued funding of your program for the coming year. In addition, this information will help our office to plan training and technical assistance that will be most helpful to all of Oklahoma’s 21st CCLC programs during the coming year.
