SoonerStart was required to set targets for Oklahoma’s IDEA Part C State Performance Plan (SPP)/Annual Performance Report (APR) indicators for the FFY 2020-2025 submission to the Office of Special Education Programs (OSEP). Targets were determined with the input and guidance of a diverse group of stakeholders who represented parents, early intervention staff, the Interagency Coordinating Council (ICC), state agencies, support organizations and early childhood advocates across Oklahoma.
SoonerStart conducted meetings in the Fall of 2021 to solicit public input for the FFY 2020-2025 State Performance Plan (SPP) and Annual Performance Report (APR).
In addition to representatives from early childhood advocacy organizations and state agencies, SoonerStart focused on recruiting parents to participate as stakeholders. Parent members of the Interagency Coordinating Council (ICC), parent center staff, parents from local and statewide advocacy and advisory committees, and individual parents with children currently or previously receiving SoonerStart services were engaged in target setting, analyzing data, developing improvement strategies, and evaluating progress.
After stakeholders selected targets for the new SPP, an updated SPP with proposed targets was emailed to all stakeholders for a final review. It was also posted on the SoonerStart website for additional public comment. In December, 2021, the ICC approved the targets that were included in the FFY 2020 Annual Performance Report submitted in February 2022.

SoonerStart engaged stakeholders in developing improvement strategies and evaluating progress made in meeting the SPP/APR targets. Prior to submission of the FFY 2021 APR, the ICC along with other stakeholders representing early childhood advocacy organizations, state agencies, early intervention staff, parent center staff, and individual parents with children currently or previously receiving SoonerStart services came together to review the data compared to the targets for all APR indicators. Stakeholders provided ideas for improvement strategies in meeting targets that included increased focus on explaining the benefits of early intervention and the importance of family participation; exploring ideas to engage families to reduce cancellation and no-show rates; and conducting exit interviews to learn reasons why families may choose to discontinue services before age three.
SoonerStart provides regular updates to stakeholders on progress made in implementing the State Systemic Improvement Plan (SSIP). Parents, community and state agency stakeholders previously involved in setting the SPP/APR targets now participate as stakeholders on the SSIP Advisory Committee. SoonerStart has been successful in expanding opportunities for stakeholder participation through surveys and bi-monthly meetings.
SoonerStart surveyed stakeholders in December 2022 for input on how meetings could be improved as well as feedback on their experience serving as SPP/APR/SSIP stakeholders. With a response rate of 33%, most stakeholders (90%) expressed satisfaction with the frequency of meetings, and the opportunities to ask questions and share ideas with SoonerStart program staff. Over half of the stakeholders were interested in learning more about Pyramid Model intervention strategies and data related to social emotional improvement activities and fidelity monitoring. Stakeholders also noted their interest in participating in additional trainings on social and emotional development and the Pyramid Model, as well as serving on task groups to explore ideas for family engagement.
