Welcome to the Office of Title Services (OTS) at the Oklahoma State Department of Education (OSDE). OTS provides support to Oklahoma schools and districts in their efforts to improve student achievement and ensure that students in Oklahoma are prepared for a successful future. OTS serves over 540 local education agencies (LEAs) that are subrecipients of federal grant awards.

The Office of Title Services (OTS) is tasked with the process of calculating and verifying in-state allocations each year. The OTS makes every effort to ensure the accuracy of allocations prior to public release.
Title allocations to LEAs will be published on or before August 16, 2024.
Title I, Title II, and Title IV allocations to LEAs include a “hold harmless” rule that prevents an abrupt decline in federal funding to the LEA. The level at which districts are held harmless has varied over time and across formulas, but present hold harmless levels range from 85% to 95% of the previous year’s Basic Grant allocation (one of the four components of Title I, A), with the higher rates reserved for districts with higher percentages of formula children. Since Title II and Title IV allocations are based on Title I allocations, the hold harmless provisions are effectively carried over to those programs as well.
The table below shows the overall allocation to the state of Oklahoma for each Title program compared to the same allocations for the 2023-2024 school year. All things being equal, LEAs can expect a similar percentage change to their allocations.
