Over the past several years, the Oklahoma State Department of Education, Office of Special Education Services (OSDE-SES) has partnered with the Oklahoma Health Care Authority (OHCA) to provide a system for School-Based Medicaid reimbursement that is compliant and user-friendly for schools. OHCA has identified the OSDE as the program administrator for the school-based Medicaid program. OSDE has contracted with the Public Consulting Group (PCG) to submit claims on behalf of districts. However, the “school-based Medicaid program” is inclusive of any school that bills Medicaid, even if it does not use PCG to submit its claims. Please see the Medicaid Memo for more information.

SPARK, or Special Education Professional Advancement and Refinement of Knowledge, is an initiative of the Oklahoma State Personnel Development Grant (OK-SPDG). At the highest level of support, OK-SPDG provides in-person and virtual direct coaching support through the SPARK initiative. Interested special educators are selected for this support through an objective application process.
For the purposes of this initiative, OK-SPDG defines "early career special educator" as any individual who has worked as a PreK-12th grade special education teacher for 5 years or less, regardless of prior teaching experience. In order to qualify for this coaching support, the applicant must be employed for the 2023-24 school year in an Oklahoma public school as a special education teacher and providing specially designed instruction for students on an Individualized Education Program (IEP) for at least 50% of their contract time. Participants who are selected for professional development and complete the 10 hours of provided coursework will receive a $500 stipend. Participants selected for professional development and coaching and complete the 10 hours of provided coursework and engage fully in coaching will receive a $2,000 stipend. More information regarding stipends will be provided at the time of selection.

Personal Care Assistants are under the directions of certified special education and/or related services staff, a Personal Care Assistant (PCA) assists one or more students in accomplishing instrumental activities of daily living, health-related functions, redirection of behavior, and other tasks as identified in an Individualized Education Program (IEP), Section 504 Plan or health plan for assigned students. Personal Care Assistants may be assigned to work with students who have physical disabilities, healthcare/medical needs, or require other forms of specialized care.
OSDE-SES continues its partnership with PCG-Medicaid billing services and Presence this year. Presence is the leading provider of live, online therapy and evaluation services in pre–K–12 schools and has delivered over 6 million sessions to students around the country.
You may contract directly with Presence to meet any of their evaluation and/or therapy needs.
However, if your district signs up to bill Medicaid through PCG, your district may be eligible to access free evaluations through Presence.

If your district is anticipating more than 1.0 percent of your testing population (Grades 3-8, and 11) will participate in the OAAP/DLM testing in the 2024 spring operational window, the survey: “2024 Justification for Exceeding 1.0 % in OAAP Participation” must be completed online by March 1, 2024.
If your district is not expecting to exceed the cap, no action is required. The survey is designed to be completed by someone at the administrative level with special education and state testing knowledge. It may be completed by either the District Testing Coordinator, Special Education Director, or someone in a similar position.
**NEW** IDEA Allocation AdjustmentThe IDEA Part B Flowthrough Allocation Adjustment has now been uploaded in the Grant Management System (GMS). Districts must create a budget amendment for the IDEA Consolidated Application in order to view and budget those funds. To access the Grants Management System (GMS), go to the Oklahoma State Department of Education (OSDE) website and scroll down to the Oklahoma State Department of Education Single Sign-On and click to access the site.

Alternate Diploma UpdatesBased on new legislation, Oklahoma has a new graduation pathway for students with the most significant cognitive disabilities. The new state-defined alternate diploma is available for the school year 2023-2034. Following graduation, students who graduate with an alternate diploma must be afforded a Free Appropriate Public Education through the school year in which the student turns 22 years of age. This change will require districts to provide additional services through the Extended Secondary Transition Program. More information is available regarding the following:

Attendees will include early interventionists, early childhood specialists, teachers of the deaf, and educational interpreters.

Secondary Transition for Students with DisabilitiesThe Secondary Transition for Students with Disabilities self-paced course has been released and is now open for enrollment in OSDE Connect. This course is recommended for teachers/providers who are new to secondary transition and as a refresher for experienced staff. There are great links and resources contained in the course. Participants will receive a certificate of completion. This is also a recommended pre-requisite for participants in enrolled in the upcoming Secondary Transition (Severe/Profound): Assessment Results to Develop Meaningful Transition Plans for Students who Participate in the OAAP on February 27th in Oklahoma City, as well as the sessions for Mild/Moderate and Severe/Profound in the Tulsa area in May.

The OSDE-SES is pleased to offer five regional trainings to empower educators to effectively teach transition skills and monitor student progress. This training will demonstrate how to implement effective instructional practices to teach transition skills to students with significant cognitive and adaptive disabilities who participate in the Oklahoma Alternate Assessment Program (OAAP). Special educators and paraprofessionals will learn to use data collection, task analysis (forward and backward chaining), and prompting (when and how to use prompts, how to fade prompts) to enable students to make progress toward their postsecondary and annual transition goals.
This training will focus on using assessment results to develop meaningful transition plans for students with severve/profound disabilities.

NDPC offers online courses in each of the 15 research-based Effective Strategies for Dropout Prevention. The 15 Effective Strategies are recognized as the highest-impact interventions for graduation rate improvement. Each online course takes participants through an exploration of what the strategy is, how it fits within the 15 Effective Strategies model, and the research supporting it, allowing participants to envision for themselves how the strategy can be implemented well within their schools and communities. Participants investigate successful implementations across the country, potential benefits and barriers to implementing the strategy, and key implementation characteristics to consider in setting up their programs. Each course costs $99 except for the overview course, which costs $149.00. Each self-paced course takes 60 to 120 minutes, except for the overview course, which takes about 6 hours to complete.

Every year Oklahoma ABLE Tech works to enhance assistive technology (AT) services for people with disabilities in the state. In the federal fiscal year 2023 (FFY23), ABLE Tech received $504,673 from the Administration for Community Living of the U.S. Department of Health and Human Services to help Oklahomans access and acquire needed AT as well as provide training, technical assistance, public awareness, and information and assistance to those in need. These funds, coupled with $1.49 million in leveraged dollars, resulted in savings and benefits to Oklahomans which totaled $4.18 million! Over 38,702 individuals participated in ABLE Tech’s programs and services this year.

On January 18, Oklahoma ABLE Tech staff conducted the first session of our recurring, three-part workshop series designed to develop participants’ knowledge, skills, and competencies related to assistive technology (AT). In Part 1 of the series, participants examined the process for considering AT for students with disabilities. Additionally, Part 1 included reviewing the Quality Indicators for Assistive Technology (QIAT), specific legal requirements, an overview of the 10 AT categories, and resources for no-, low-, and light-tech Make ‘n Takes.
There were more than 80 attendees including in-service teachers, administrators, and related service providers from across Oklahoma.

Continued collaborations for additional opportunities and grant funding for durable medical equipment (DME) and AT for independence in the home!
The Kiamichi Economic Development District of Oklahoma (KEDDO), Indian Nations Council of Governments (INCOG), and Central Oklahoma Economic Development District (COEDD) Area Agencies on Aging (AAA) have partnered with ABLE Tech to provide Masonic Grant funds for qualifying residents who reside in their respective counties. Through this partnership, ABLE Tech’s Device Reutilization Program is assisting recipients in the purchase of needed assistive technology (AT) and durable medical equipment (DME).
To qualify for the Masonic Grant funds, individuals must live in one of the AAA specific counties, be 55 years of age or older, be of low to moderate income, and have a need for AT and DME to maintain an independent lifestyle. Once the individuals no longer need the purchased equipment, it is intended for those items to be donated back to the Device Reutilization Program for use by another individual who needs such items.

Lindsay and Lindsey will bring you a session called Join the Resistance: Gaining Stakeholder Buy-In at Your Organization, which will provide a humanistic perspective on accessibility best practices and implementation using personas.
Darren Denham is the Assistant Director of Digital Accessibility for the University of Central Oklahoma (UCO) where he has worked with web content and accessibility since 2005, presenting technology in a manner that is approachable and easy to understand. Darren's session, Digital Accessibility: You're Not the Imposter You Think You Are, will instill in attendees a newfound confidence and practical knowledge to contribute to a more accessible digital landscape.

The Oklahoma State Department of Education and the Oklahoma Department of Health partner to provide the SoonerStart Early Intervention Program. Oklahoma ABLE Tech partners with SoonerStart to provide assistive technology (AT) to infants and toddlers, ages birth to three, with disabilities. ABLE Tech provides AT to SoonerStart teams in the form of assessment kits. SoonerStart uses these kits when working with families. The goal is to increase access to and acquisition of AT that may benefit children with disabilities in the SoonerStart program.

Alternate Diploma UpdatesBased on new legislation, Oklahoma has a new graduation pathway for students with the most significant cognitive disabilities. The new state-defined alternate diploma is available for the school year 2023-2034. Following graduation, students who graduate with an alternate diploma must be afforded a Free Appropriate Public Education through the school year in which the student turns 22 years of age. This change will require districts to provide additional services through the Extended Secondary Transition Program. More information is available regarding the following:

**NEW** Secondary Transition for Students with DisabilitiesThe Secondary Transition for Students with Disabilities self-paced course has been released and is now open for enrollment in OSDE Connect. This course is recommended for teachers/providers who are new to secondary transition and as a refresher for experienced staff. There are great links and resources contained in the course. Participants will receive a certificate of completion. This is also a recommended pre-requisite for participants in enrolled in the upcoming Secondary Transition (Severe/Profound): Assessment Results to Develop Meaningful Transition Plans for Students who Participate in the OAAP on February 27th in Oklahoma City, as well as the sessions for Mild/Moderate and Severe/Profound in the Tulsa area in May.

Special educators and paraprofessionals will learn to use data collection, task analysis (forward and backward chaining), and prompting (when and how to use prompts, how to fade prompts) to enable students to make progress toward their postsecondary and annual transition goals.

Charting the Life Conference is a framework developed to help individuals with disabilities and families at any age or state of life think about what they need to know, identify how to find or develop supports, and discover what it takes to live the lives they want to live. Individuals and families may focus on their current situation and stage of life but may also find it helpful to look ahead to start thinking about what they can do or learn now that will help build an inclusive productive life in the future.

Charting the Life Conference is a framework developed to help individuals with disabilities and families at any age or state of life think about what they need to know, identify how to find or develop supports, and discover what it takes to live the lives they want to live. Individuals and families may focus on their current situation and stage of life but may also find it helpful to look ahead to start thinking about what they can do or learn now that will help build an inclusive productive life in the future.

The Oklahoma School for the Deaf is pleased to present the 2024 statewide Deaf Education Conference.
Professionals in the field of deaf education will come together, engage in dynamic workshops, connect with colleagues, and identify pathways to empowering students through access, language, and literacy. Attendees will include early interventionists, early childhood specialists, teachers of the deaf, and educational interpreters.
The pre-conference will be held June 3-4, 2024. The conference will be held June 5-6, 2024.Registration is now open.
NDPC offers online courses in each of the 15 research-based Effective Strategies for Dropout Prevention. The 15 Effective Strategies are recognized as the highest-impact interventions for graduation rate improvement. Each online course takes participants through an exploration of what the strategy is, how it fits within the 15 Effective Strategies model, and the research supporting it, allowing participants to envision for themselves how the strategy can be implemented well within their schools and communities. Participants investigate successful implementations across the country, potential benefits and barriers to implementing the strategy, and key implementation characteristics to consider in setting up their programs. Each course costs $99 except for the overview course, which costs $149.00. Each self-paced course takes 60 to 120 minutes, except for the overview course, which takes about 6 hours to complete.

The OSDE-SES is pleased to offer five regional trainings to empower educators to effectively teach transition skills and monitor student progress. This training will demonstrate how to implement effective instructional practices to teach transition skills to students with significant cognitive and adaptive disabilities who participate in the Oklahoma Alternate Assessment Program (OAAP). Special educators and paraprofessionals will learn to use data collection, task analysis (forward and backward chaining), and prompting (when and how to use prompts, how to fade prompts) to enable students to make progress toward their postsecondary and annual transition goals.
If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry. All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs.

Interested school districts can register for the COVID-19 Testing Supply Program. It takes approximately 7-10 business days for ED to process each district’s request to register for the program. Once approved, POCs will receive a confirmation email with information on next steps, which includes attending a 30-minute training on how to order test kits through HHS’s Administration for Strategic Preparedness and Response’s Health Partner Ordering Portal (HPOP).
The Child Outcomes Summary Knowledge Check (COS-KC) is now available for all Oklahoma school districts. The COS-KC has a free, online, open-book assessment with 30 multiple-choice items. This validated tool will help districts examine staff knowledge about Early Childhood Outcomes completion (also known as Child Outcome Summaries), and can help guide teams in targeting where additional professional development is needed in support indicator 7 data. Special education directors can expect an email with additional information about using the COS-KC as well as available resources later this week. Schools who are planning to implement a School-Based Health Center (SBHC), either via telehealth, or a mobile clinic or plan to add oral or mental health to an existing SBHC will have the opportunity to earn a stipend (about $5,000+) for their schools. The stipend can be used to buy supplies, extra duty pay for the school staff person assigned to assist with the clinic, or a start for an RN-School Nurse Salary.

District Level OAAP Participation – Justification SurveyIf your district is anticipating more than 1.0 percent of your testing population (Grades 3-8, and 11) will participate in the OAAP/DLM testing in the 2024 spring operational window, the survey: “2024 Justification for Exceeding 1.0 % in OAAP Participation” must be completed online by March 1, 2024.
If your district is not expecting to exceed the cap, no action is required. The survey is designed to be completed by someone at the administrative level with special education and state testing knowledge. It may be completed by either the District Testing Coordinator, Special Education Director, or someone in a similar position.
IDEA ARP FundAll IDEA ARP fund expenditure reports must be submitted to OSDE-SES by January 28, 2024.

Alternate Diploma UpdatesBased on new legislation, Oklahoma has a new graduation pathway for students with the most significant cognitive disabilities.
