Announcement**NEW** Early Career Special Education Professional Development and Coaching!

SPARK, or Special Education Professional Advancement and Refinement of Knowledge, is an initiative of the Oklahoma State Personnel Development Grant (OK-SPDG). At the highest level of support, OK-SPDG provides in-person and virtual direct coaching support through the SPARK initiative. Interested special educators are selected for this support through an objective application process.

For the purposes of this initiative, OK-SPDG defines "early career special educator" as any individual who has worked as a PreK-12th grade special education teacher for 5 years or less, regardless of prior teaching experience. In order to qualify for this coaching support, the applicant must be employed for the 2023-24 school year in an Oklahoma public school as a special education teacher and providing specially designed instruction for students on an Individualized Education Program (IEP) for at least 50% of their contract time. If you have questions about whether your employment qualifies, please contact Alexa Hudak, SPDG Project Director 405-522-4513. 

Participants who are selected for professional development and complete the 10 hours of provided coursework will receive a $500 stipend. Participants selected for professional development and coaching and complete the 10 hours of provided coursework and engage fully in coaching will receive a $2,000 stipend. More information regarding stipends will be provided at the time of selection.

The Developmental Disabilities Council of Oklahoma is hosting their annual Oklahoma Youth Leadership Forum (YLF) in June 2024. Oklahoma Department of Career Technology Education (ODCTE) Innovative Grants
  • “Supporting CTE Special Populations Grant Application 2024-2026” is now available for review and will open in March 2024!!!​ Check it out and begin planning in advance for an opportunity to be awarded a two-year grant (up to $50,000/year) aimed at helping schools implement transition programs and/or other support strategies to assist in the provision of transferable skill sets to students regarding the attainment of meaningful employment and becoming productive members of society!!!
  • The Supporting CTE Special Populations Overview (oklahoma.gov) outlines the requirements for the 2024-2026 grant application and required goal priorities.
  • Perkins LEAs or consortia meeting the $15,000 requirement OR technology centers, technology center co-ops, postsecondary institutions, or consortia meeting the $50,000 requirement are eligible to complete the grant application. ​

Announcement**NEW** Special Education Directors Video Call

We are looking forward to improving outcomes for students with disabilities with you in the coming year.  To this end, The Office of Special Education Services will be hosting a series of video calls with directors across the state to better communicate our activities and initiatives.  Directors are invited to join calls on the second Monday of each month from 3:00-3:30 for an update from Program Director, Sherri Coats, and on the fourth Monday of each month from 3:00-4:00 for a deeper dive into specific initiatives and special education topics presented by SES staff.

**NEW** Important Information for All School Districts- Medicaid Billing

Over the past several years, the Oklahoma State Department of Education, Office of Special Education Services (OSDE-SES) has partnered with the Oklahoma Health Care Authority (OHCA) to provide a system for School-Based Medicaid reimbursement that is compliant and user-friendly for schools. OHCA has identified the OSDE as the program administrator for the school-based Medicaid program. OSDE has contracted with the Public Consulting Group (PCG) to submit claims on behalf of districts. However, the “school-based Medicaid program” is inclusive of any school that bills Medicaid, even if it does not use PCG to submit its claims. Please see the Medicaid Memo for more information.

**NEW** Guidance Brief

Personal Care Assistants are under the directions of certified special education and/or related services staff, a Personal Care Assistant (PCA) assists one or more students in accomplishing instrumental activities of daily living, health-related functions, redirection of behavior, and other tasks as identified in an Individualized Education Program (IEP), Section 504 Plan or health plan for assigned students. Personal Care Assistants may be assigned to work with students who have physical disabilities, healthcare/medical needs, or require other forms of specialized care.

OSDE Partnerships!

OSDE-SES continues its partnership with PCG-Medicaid billing services and Presence this year.  Presence is the leading provider of live, online therapy and evaluation services in pre–K–12 schools and has delivered over 6 million sessions to students around the country.

You may contract directly with Presence to meet any of their evaluation and/or therapy needs. 

However, if your district signs up to bill Medicaid through PCG, your district may be eligible to access free evaluations through Presence.

Assessment**NEW** OAAP Update

You can find the most updated OAAP information for the 2023-2024 school year in the OAAP Memo. Find and access information regarding the Instructionally Embedded Assessment Window closing, how to pull the Training Status Report, Spring Testing Reminders, and more in the memo.

District Level OAAP Participation – Justification Survey

If your district is anticipating more than 1.0 percent of your testing population (Grades 3-8, and 11) will participate in the OAAP/DLM testing in the 2024 spring operational window, the survey: “2024 Justification for Exceeding 1.0 % in OAAP Participation” must be completed online by March 1, 2024.  

If your district is not expecting to exceed the cap, no action is required. The survey is designed to be completed by someone at the administrative level with special education and state testing knowledge. It may be completed by either the District Testing Coordinator, Special Education Director, or someone in a similar position.  

Finance**NEW** IDEA Allocation Adjustment

The IDEA Part B Flowthrough Allocation Adjustment has now been uploaded in the Grant Management System (GMS). Districts must create a budget amendment for the IDEA Consolidated Application in order to view and budget those funds. To access the Grants Management System (GMS), go to the Oklahoma State Department of Education (OSDE) website and scroll down to the Oklahoma State Department of Education Single Sign-On and click to access the site.

  1. Login by using your username and password.
  2. Click the Grants Management and Expenditure Reporting button
  3. Scroll down to IDEA Consolidated Application
  4. Click the amend button.

Alt DiplomaAlternate Diploma Updates

Based on new legislation, Oklahoma has a new graduation pathway for students with the most significant cognitive disabilities.  The new state-defined alternate diploma is available for the school year 2023-2034.  Following graduation, students who graduate with an alternate diploma must be afforded a Free Appropriate Public Education through the school year in which the student turns 22 years of age.  This change will require districts to provide additional services through the Extended Secondary Transition Program.  More information is available regarding the following:

Alternate Diploma Collaborative

The Oklahoma State Department of Education, Office of Special Education Services will continue to hold Secondary Transition/Alternate Diploma Collaborative meetings monthly beginning in August.

Zoom meetings will typically be held on the 4th Thursday of each month at 3:00 p.m., except for holidays/school vacation weeks.

2024 Oklahoma Deaf Education Conference

The Oklahoma School for the Deaf is pleased to present the 2024 statewide Deaf Education Conference.

Professionals in the field of deaf education will come together, engage in dynamic workshops, connect with colleagues, and identify pathways to empowering students through access, language, and literacy. Attendees will include early interventionists, early childhood specialists, teachers of the deaf, and educational interpreters.

The pre-conference will be held June 3-4, 2024. The conference will be held June 5-6, 2024.

StaffingParaprofessional Conference

The Oklahoma State Department of Education, Office of Special Education Services will be holding their 2nd Annual Paraprofessional Conference in 4 locations around the state. We have also created a Paraprofessional Website for the 2023-2024 Conference with all information regarding the conference. 

Registration is now OPEN for districts to send their paraprofessionals or other support staff to attend the 2nd Annual Paraprofessional Conference for their yearly 6 hours of Professional Development. Make sure you register for the ONE location you would like to attend before all the spots are filled! Seats are limited! 

REMEMBER TO PRINT YOUR TICKET.

Districts can use Project 613 funds to pay for substitutes, travel, and lodging. Lodging must be over 60 miles. 

NOTE: The dates of the conferences in the Fall of 2023 and Spring of 2024 may interfere with some districts Fall and Spring breaks. The city, date and venues of the conferences were selected before the districts school calendars were made public. Thank you for understanding and we hope to see your support staff at one of the locations of the Paraprofessional Conferences.

CPI Trainings for 2023-2024 SY

The Oklahoma State Department of Education, Office of Special Education Services will be holding their CPI 2-day Regional Trainings for you to send 4 employees to get blue card certified.

ONLY 40 people will be able to attend each session, so make sure you register ASAP! Waiting lists have been opened for spots that are sold out.

Professional DevelopmentSecondary Transition for Students with Disabilities

The Secondary Transition for Students with Disabilities self-paced course has been released and is now open for enrollment in OSDE Connect. This course is recommended for teachers/providers who are new to secondary transition and as a refresher for experienced staff.  There are great links and resources contained in the course.  Participants will receive a certificate of completion.  This is also a recommended pre-requisite for participants in enrolled in the upcoming Secondary Transition (Severe/Profound): Assessment Results to Develop Meaningful Transition Plans for Students who Participate in the OAAP on February 27th in Oklahoma City, as well as the sessions for Mild/Moderate and Severe/Profound in the Tulsa area in May.

Effective Instructional Practices for Teaching Transition Skills to Students Participating in the Oklahoma Alternate Assessment Program (OAAP) Regional Professional Development

The OSDE-SES is pleased to offer five regional trainings to empower educators to effectively teach transition skills and monitor student progress. This training will demonstrate how to implement effective instructional practices to teach transition skills to students with significant cognitive and adaptive disabilities who participate in the Oklahoma Alternate Assessment Program (OAAP). Special educators and paraprofessionals will learn to use data collection, task analysis (forward and backward chaining), and prompting (when and how to use prompts, how to fade prompts) to enable students to make progress toward their postsecondary and annual transition goals.

 
Secondary Transition (Severe/Profound): Using Assessment Results to Develop Meaningful Transition Plans for Students Participating in the OAAP

This training will focus on using assessment results to develop meaningful transition plans for students with severve/profound disabilities.

Participants will: 

  • Learn to incorporate transition assessment results into the IEP
  • Review case studies
  • Analyze transition assessment results
  • Use assessment results to identify specific transition strengths and needs and develop postsecondary goals, annual transition goals, services, coordinated activities, and courses of study.
Secondary Transition (M/M): Using Assessment Results to Develop Meaningful Transition Goals & Services for Students with Mild/Moderate Disabilities

This training will focus on using assessment results to develop meaningful transition plans for students with mild/moderate disabilities.

If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry.  All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs.

Many agencies, organizations and businesses across Oklahoma provide tuition assistance benefits to help their employees pay for higher education. Types of education benefits for employees vary, and may include:

  • Tuition payment assistance or reimbursement.

The 15 Effective Strategies are recognized as the highest-impact interventions for graduation rate improvement. Each online course takes participants through an exploration of what the strategy is, how it fits within the 15 Effective Strategies model, and the research supporting it, allowing participants to envision for themselves how the strategy can be implemented well within their schools and communities. Participants investigate successful implementations across the country, potential benefits and barriers to implementing the strategy, and key implementation characteristics to consider in setting up their programs. Each course costs $99 except for the overview course, which costs $149.00. Each self-paced course takes 60 to 120 minutes, except for the overview course, which takes about 6 hours to complete.

FFY23 by the Numbers

Every year Oklahoma ABLE Tech works to enhance assistive technology (AT) services for people with disabilities in the state. In the federal fiscal year 2023 (FFY23), ABLE Tech received $504,673 from the Administration for Community Living of the U.S. Department of Health and Human Services to help Oklahomans access and acquire needed AT as well as provide training, technical assistance, public awareness, and information and assistance to those in need. These funds, coupled with $1.49 million in leveraged dollars, resulted in savings and benefits to Oklahomans which totaled $4.18 million! Over 38,702 individuals participated in ABLE Tech’s programs and services this year.

Assistive Technology (AT) Highlights

February is Low Vision Awareness Month! Millions of people in the United States live with visual impairments that cannot be addressed with glasses, contacts, medicine, or surgery. Visual impairments can make it difficult to independently complete everyday activities like reading, cooking, learning, or working. Check out these Vision AT devices that our AT specialists are especially excited to share! 

AT Highlights
  • Poke A Dot Jumbo Number Learning Cards - These are number flashcards for learners with low vision. They are jumbo-sized, brightly colored with a high contrast, and have a tactile popping element. 
  • Low Vision Cutting Board - One side is black, and one side is white, so you can choose your contrast level when slicing food. This device can be used alongside the SafeSlice fingerguard!
  • Compact 10 HD Magnifier - This is a lightweight and portable electronic magnifier. It has a 10-inch touchscreen with adjustable magnification.
  • EZ See Keyboard - A classic! This keyboard is large, has jumbo print on the keys, and has high color contrast.

Spring 2024 AT Workshop Series

On January 18, Oklahoma ABLE Tech staff conducted the first session of our recurring, three-part workshop series designed to develop participants’ knowledge, skills, and competencies related to assistive technology (AT). In Part 1 of the series, participants examined the process for considering AT for students with disabilities. Additionally, Part 1 included reviewing the Quality Indicators for Assistive Technology (QIAT), specific legal requirements, an overview of the 10 AT categories, and resources for no-, low-, and light-tech Make ‘n Takes.  

There were more than 80 attendees including in-service teachers, administrators, and related service providers from across Oklahoma. 

Participants shared their eagerness to begin implementing what they learned during the course:  

  1. "I'm a new SPED teacher and have learned many things from this webinar, all being beneficial."

  2. "[I will be] Implementing documentation of AT consideration into the IEPs."

  3. "Great information, will be passing along to SPED director and other colleagues."

  4. "[I will] have the Big East form ready for any student that needs to be considered for AT."

Mark your calendars for Part 2 of the workshop series scheduled for February 15, 2024.  In this session, participants will learn the steps involved in conducting an assistive technology (AT) assessment. We are excited to offer two options for Part 2: in-person in Stillwater, Oklahoma, and virtually via Zoom. For those attending in person, this allows attendees to have hands-on experience with multiple AT devices. Area Agency on Aging Grant Funds

Continued collaborations for additional opportunities and grant funding for durable medical equipment (DME) and AT for independence in the home!

The Kiamichi Economic Development District of Oklahoma (KEDDO), Indian Nations Council of Governments (INCOG), and Central Oklahoma Economic Development District (COEDD) Area Agencies on Aging (AAA) have partnered with ABLE Tech to provide Masonic Grant funds for qualifying residents who reside in their respective counties. Through this partnership, ABLE Tech’s Device Reutilization Program is assisting recipients in the purchase of needed assistive technology (AT) and durable medical equipment (DME).

To qualify for the Masonic Grant funds, individuals must live in one of the AAA specific counties, be 55 years of age or older, be of low to moderate income, and have a need for AT and DME to maintain an independent lifestyle. Once the individuals no longer need the purchased equipment, it is intended for those items to be donated back to the Device Reutilization Program for use by another individual who needs such items.

  • COEDD - Hughes, Lincoln, Okfuskee, Pawnee, Payne, Pottawatomie, and Seminole counties
  • INCOG - Tulsa, Creek, and Osage counties
  • KEDDO - Choctaw, Haskell, Latimer, LeFlore, McCuratin, Pittsburg, and Pushmataha counties

Lindsay and Lindsey will bring you a session called Join the Resistance: Gaining Stakeholder Buy-In at Your Organization, which will provide a humanistic perspective on accessibility best practices and implementation using personas.

Darren Denham is the Assistant Director of Digital Accessibility for the University of Central Oklahoma (UCO) where he has worked with web content and accessibility since 2005, presenting technology in a manner that is approachable and easy to understand. Darren's session, Digital Accessibility: You're Not the Imposter You Think You Are, will instill in attendees a newfound confidence and practical knowledge to contribute to a more accessible digital landscape.

Glenda Sims (often called the Goodwitch of A11y) is the Chief Information Accessibility Officer at Deque, where she shares her expertise and passion for the open web with .gov, .edu, .org, and .com, and co-founded axe-con, the world's largest digital accessibility conference. Glenda aims to help us prepare for the future of AI in accessibility with her session, Accessibility and the 3 Bears of AI.

SERC Update - 2024 Wisdom Wednesday Webinars

These webinars are free and take place on Zoom Wednesdays from noon to 1:30 p.m. Registration is available online. The 2024 webinars will start with a three-part series entitled So You Think You Want to File a Due Process Hearing Request. 

Many people find due process hearing in Special Education a mystery. Jo Anne Blades, J.D., hopes to help you solve that. The webinars do not contain every piece of information one needs to navigate the process, but Due Process will be explained in a way that may make more sense! Parents are most often making the filing, so Sharon Coppedge Long, Director of the Oklahoma Parent Center, will be assisting Jo Anne Blades and Allison Fennell Conch with the presentation.

  • Part 1, Initial Considerations, will be presented Jan. 24, 2024.
  • Part 2, Getting Ready for the Hearing, will be presented on Jan. 31, 2024.

SoonerStart Success Story and Quarterly Recognition Award

The Oklahoma State Department of Education and the Oklahoma Department of Health partner to provide the SoonerStart Early Intervention Program. Oklahoma ABLE Tech partners with SoonerStart to provide assistive technology (AT) to infants and toddlers, ages birth to three, with disabilities. ABLE Tech provides AT to SoonerStart teams in the form of assessment kits. SoonerStart uses these kits when working with families. The goal is to increase access to and acquisition of AT that may benefit children with disabilities in the SoonerStart program.

Cleveland County Success Story Success Story

Gianni is almost three years old and experiences speech delays that create frustration, especially when he cannot communicate his needs and wants. With the help of a low-tech assistive technology (AT) communication board, Gianni can now communicate quickly and clearly with his mom and dad.  

These communication boards display photos, objects, or icons. These boards are used to help individuals make decisions and communicate them, as well as to build vocabulary. 

Trialing the choice and core boards from Oklahoma ABLE Tech gave Gianni a way to communicate what he wants to eat and drink. This communication style has significantly decreased frustration for Gianni and his family. Gianni’s mom hopes this will encourage him to begin verbalizing many of the words he points to on his communication board. 

Gianni’s new goal is to learn the correct names and pronunciations of familiar food and drink items. Gianni is verbalizing more since his mother introduced the low-tech assistive technology!

Second Quarter Team Winner

The Cleveland County SoonerStart team has earned the Second Quarter Recognition Award! The team will receive new AT to add to their demonstration kit!

OSDE-SES continues its partnership with PCG-Medicaid billing services and Presence this year.  Presence is the leading provider of live, online therapy and evaluation services in pre–K–12 schools and has delivered over 6 million sessions to students around the country.

You may contract directly with Presence to meet any of their evaluation and/or therapy needs. 

However, if your district signs up to bill Medicaid through PCG, your district may be eligible to access free evaluations through Presence.

Early Childhood Outcomes(ECOs) – New data quality tools AssessmentDistrict Level OAAP Participation – Justification Survey

If your district is anticipating more than 1.0 percent of your testing population (Grades 3-8, and 11) will participate in the OAAP/DLM testing in the 2024 spring operational window, the survey: “2024 Justification for Exceeding 1.0 % in OAAP Participation” must be completed online by March 1, 2024.  

If your district is not expecting to exceed the cap, no action is required. The survey is designed to be completed by someone at the administrative level with special education and state testing knowledge. It may be completed by either the District Testing Coordinator, Special Education Director, or someone in a similar position.

Alt DiplomaAlternate Diploma Updates

Based on new legislation, Oklahoma has a new graduation pathway for students with the most significant cognitive disabilities.  The new state-defined alternate diploma is available for the school year 2023-2034.  Following graduation, students who graduate with an alternate diploma must be afforded a Free Appropriate Public Education through the school year in which the student turns 22 years of age.  This change will require districts to provide additional services through the Extended Secondary Transition Program.  More information is available regarding the following:

2024 Oklahoma Deaf Education Conference

The Oklahoma School for the Deaf is pleased to present the 2024 statewide Deaf Education Conference.

Professionals in the field of deaf education will come together, engage in dynamic workshops, connect with colleagues, and identify pathways to empowering students through access, language, and literacy. Attendees will include early interventionists, early childhood specialists, teachers of the deaf, and educational interpreters.

The pre-conference will be held June 3-4, 2024. The conference will be held June 5-6, 2024.

The Oklahoma State Department of Education, Office of Special Education Services will be holding their 2nd Annual Paraprofessional Conference in 4 locations around the state. We have also created a Paraprofessional Website for the 2023-2024 Conference with all information regarding the conference. 

Registration is now OPEN for districts to send their paraprofessionals or other support staff to attend the 2nd Annual Paraprofessional Conference for their yearly 6 hours of Professional Development. Make sure you register for the ONE location you would like to attend before all the spots are filled! Seats are limited!

Professional Development**NEW** Secondary Transition for Students with Disabilities

The Secondary Transition for Students with Disabilities self-paced course has been released and is now open for enrollment in OSDE Connect. This course is recommended for teachers/providers who are new to secondary transition and as a refresher for experienced staff.  There are great links and resources contained in the course.  Participants will receive a certificate of completion.  This is also a recommended pre-requisite for participants in enrolled in the upcoming Secondary Transition (Severe/Profound): Assessment Results to Develop Meaningful Transition Plans for Students who Participate in the OAAP on February 27th in Oklahoma City, as well as the sessions for Mild/Moderate and Severe/Profound in the Tulsa area in May.

Effective Instructional Practices for Teaching Transition Skills to Students Participating in the Oklahoma Alternate Assessment Program (OAAP) Regional Professional Development

The OSDE-SES is pleased to offer five regional trainings to empower educators to effectively teach transition skills and monitor student progress. This training will demonstrate how to implement effective instructional practices to teach transition skills to students with significant cognitive and adaptive disabilities who participate in the Oklahoma Alternate Assessment Program (OAAP). Special educators and paraprofessionals will learn to use data collection, task analysis (forward and backward chaining), and prompting (when and how to use prompts, how to fade prompts) to enable students to make progress toward their postsecondary and annual transition goals.

 
Online Professional Development in Dropout Prevention Strategies

NDPC offers online courses in each of the 15 research-based Effective Strategies for Dropout Prevention. Secondary Transition (Severe/Profound): Using Assessment Results to Develop Meaningful Transition Plans for Students Participating in the OAAP

This training will focus on using assessment results to develop meaningful transition plans for students with severve/profound disabilities.

Participants will: 

  • Learn to incorporate transition assessment results into the IEP
  • Review case studies
  • Analyze transition assessment results
  • Use assessment results to identify specific transition strengths and needs and develop postsecondary goals, annual transition goals, services, coordinated activities, and courses of study.
Secondary Transition (M/M): Using Assessment Results to Develop Meaningful Transition Goals & Services for Students with Mild/Moderate Disabilities

This training will focus on using assessment results to develop meaningful transition plans for students with mild/moderate disabilities.

Participants will:

Employer Tuition Assistance for Higher Education

Many agencies, organizations and businesses across Oklahoma provide tuition assistance benefits to help their employees pay for higher education. Types of education benefits for employees vary, and may include:

  • Tuition payment assistance or reimbursement.
  • Payment/reimbursement for licensing courses and exams.
  • Matched contributions to employer-sponsored 529 college savings plan.
  • Student loan repayment.

Some employers that offer educational benefit options require a minimum waiting period for eligibility, some set a maximum benefit amount, and some may extend educational benefits to employee dependents. LAMP is an augmentative alternative communication (AAC) approach designed to give individuals who are nonverbal or have limited verbal abilities a method of independently expressing themselves through the use of speech-generating device.   • “Supporting CTE Special Populations Grant Application 2024-2026” is now available for review and will open in March 2024!!!​ Check it out and begin planning in advance for an opportunity to be awarded a two-year grant (up to $50,000/year) aimed at helping schools implement transition programs and/or other support strategies to assist in the provision of transferable skill sets to students regarding the attainment of meaningful employment and becoming productive members of society!!!
  • The Supporting CTE Special Populations Overview (oklahoma.gov) outlines the requirements for the 2024-2026 grant application and required goal priorities.
  • Perkins LEAs or consortia meeting the $15,000 requirement OR technology centers, technology center co-ops, postsecondary institutions, or consortia meeting the $50,000 requirement are eligible to complete the grant application. ​

**NEW** Online Professional Development in Dropout Prevention Strategies

NDPC offers online courses in each of the 15 research-based Effective Strategies for Dropout Prevention. The 15 Effective Strategies are recognized as the highest-impact interventions for graduation rate improvement. Each online course takes participants through an exploration of what the strategy is, how it fits within the 15 Effective Strategies model, and the research supporting it, allowing participants to envision for themselves how the strategy can be implemented well within their schools and communities. Participants investigate successful implementations across the country, potential benefits and barriers to implementing the strategy, and key implementation characteristics to consider in setting up their programs. Each course costs $99 except for the overview course, which costs $149.00. Each self-paced course takes 60 to 120 minutes, except for the overview course, which takes about 6 hours to complete.

OSDE-SES continues its partnership with PCG-Medicaid billing services and Presence this year.  Presence is the leading provider of live, online therapy and evaluation services in pre–K–12 schools and has delivered over 6 million sessions to students around the country.

You may contract directly with Presence to meet any of their evaluation and/or therapy needs. 

However, if your district signs up to bill Medicaid through PCG, your district may be eligible to access free evaluations through Presence.

Early Childhood Outcomes(ECOs) – New data quality tools AssessmentDistrict Level OAAP Participation – Justification Survey

If your district is anticipating more than 1.0 percent of your testing population (Grades 3-8, and 11) will participate in the OAAP/DLM testing in the 2024 spring operational window, the survey: “2024 Justification for Exceeding 1.0 % in OAAP Participation” must be completed online by March 1, 2024.  

If your district is not expecting to exceed the cap, no action is required. The survey is designed to be completed by someone at the administrative level with special education and state testing knowledge. It may be completed by either the District Testing Coordinator, Special Education Director, or someone in a similar position.

Alt DiplomaAlternate Diploma Updates

Based on new legislation, Oklahoma has a new graduation pathway for students with the most significant cognitive disabilities.  The new state-defined alternate diploma is available for the school year 2023-2034.  Following graduation, students who graduate with an alternate diploma must be afforded a Free Appropriate Public Education through the school year in which the student turns 22 years of age.  This change will require districts to provide additional services through the Extended Secondary Transition Program.  More information is available regarding the following:

OKMTSS Winter Conference

2024 Oklahoma Deaf Education Conference

The Oklahoma School for the Deaf is pleased to present the 2024 statewide Deaf Education Conference.

Professionals in the field of deaf education will come together, engage in dynamic workshops, connect with colleagues, and identify pathways to empowering students through access, language, and literacy. Attendees will include early interventionists, early childhood specialists, teachers of the deaf, and educational interpreters.

The pre-conference will be held June 3-4, 2024. The conference will be held June 5-6, 2024.

This training will focus on using assessment results to develop meaningful transition plans for students with mild/moderate disabilities.

Participants will:

  • Learn to incorporate transition assessment results into the IEP
  • Review case studies
  • Analyze transition assessment results
  • Use assessment results to identify specific transition strengths and needs and develop postsecondary goals, annual transition goals, services, coordinated activities, and courses of study.
Secondary Transition (Severe/Profound): Using Assessment Results to Develop Meaningful Transition Plans for Students Participating in the OAAP

This training will focus on using assessment results to develop meaningful transition plans for students with severve/profound disabilities.

Participants will:

Effective Instructional Practices for Teaching Transition Skills to Students Participating in the Oklahoma Alternate Assessment Program (OAAP) Regional Professional Development

The OSDE-SES is pleased to offer five regional trainings to empower educators to effectively teach transition skills and monitor student progress. This training will demonstrate how to implement effective instructional practices to teach transition skills to students with significant cognitive and adaptive disabilities who participate in the Oklahoma Alternate Assessment Program (OAAP). Special educators and paraprofessionals will learn to use data collection, task analysis (forward and backward chaining), and prompting (when and how to use prompts, how to fade prompts) to enable students to make progress toward their postsecondary and annual transition goals.

Charting the Life Conference

Charting the Life Conference is a framework developed to help individuals with disabilities and families at any age or state of life think about what they need to know, identify how to find or develop supports, and discover what it takes to live the lives they want to live. Individuals and families may focus on their current situation and stage of life but may also find it helpful to look ahead to start thinking about what they can do or learn now that will help build an inclusive productive life in the future.

2024 Oklahoma Deaf Education Conference

The Oklahoma School for the Deaf is pleased to present the 2024 statewide Deaf Education Conference.

Professionals in the field of deaf education will come together, engage in dynamic workshops, connect with colleagues, and identify pathways to empowering students through access, language, and literacy. Attendees will include early interventionists, early childhood specialists, teachers of the deaf, and educational interpreters.

The pre-conference will be held June 3-4, 2024. The conference will be held June 5-6, 2024.

**NEW** Online Professional Development in Dropout Prevention Strategies

NDPC offers online courses in each of the 15 research-based Effective Strategies for Dropout Prevention. The 15 Effective Strategies are recognized as the highest-impact interventions for graduation rate improvement. Each online course takes participants through an exploration of what the strategy is, how it fits within the 15 Effective Strategies model, and the research supporting it, allowing participants to envision for themselves how the strategy can be implemented well within their schools and communities. Participants investigate successful implementations across the country, potential benefits and barriers to implementing the strategy, and key implementation characteristics to consider in setting up their programs. Each course costs $99 except for the overview course, which costs $149.00. Each self-paced course takes 60 to 120 minutes, except for the overview course, which takes about 6 hours to complete.

The Oklahoma State Department of Education, Office of Special Education Services will be holding their CPI 2-day Regional Trainings for you to send 4 employees to get blue card certified.

This training will focus on using assessment results to develop meaningful transition plans for students with severve/profound disabilities.

Participants will:

  • Review case studies
  • Analyze transition assessment results

Effective Instructional Practices for Teaching Transition Skills to Students Participating in the Oklahoma Alternate Assessment Program (OAAP) Regional Professional Development

The OSDE-SES is pleased to offer five regional trainings to empower educators to effectively teach transition skills and monitor student progress. This training will demonstrate how to implement effective instructional practices to teach transition skills to students with significant cognitive and adaptive disabilities who participate in the Oklahoma Alternate Assessment Program (OAAP). Special educators and paraprofessionals will learn to use data collection, task analysis (forward and backward chaining), and prompting (when and how to use prompts, how to fade prompts) to enable students to make progress toward their postsecondary and annual transition goals.

Announcement**NEW** OSDE Partnerships!

OSDE-SES continues its partnership with PCG-Medicaid billing services and Presence this year.  Presence is the leading provider of live, online therapy and evaluation services in pre–K–12 schools and has delivered over 6 million sessions to students around the country.

You may contract directly with Presence to meet any of their evaluation and/or therapy needs. 

However, if your district signs up to bill Medicaid through PCG, your district may be eligible to access free evaluations through Presence.

Interested school districts can register for the COVID-19 Testing Supply Program. It takes approximately 7-10 business days for ED to process each district’s request to register for the program. Once approved, POCs will receive a confirmation email with information on next steps, which includes attending a 30-minute training on how to order test kits through HHS’s Administration for Strategic Preparedness and Response’s Health Partner Ordering Portal (HPOP).

You can find the most updated OAAP information for the 2023-2024 school year in the OAAP Memo. Find and access information regarding the New First Contact Survey, OAAP resources for testing, professional development resources, and more in the memo. 

District Level OAAP Participation – Justification Survey

If your district is anticipating more than 1.0 percent of your testing population (Grades 3-8, and 11) will participate in the OAAP/DLM testing in the 2024 spring operational window, the survey: “2024 Justification for Exceeding 1.0 % in OAAP Participation” must be completed online by March 1, 2024.  

If your district is not expecting to exceed the cap, no action is required. The survey is designed to be completed by someone at the administrative level with special education and state testing knowledge. It may be completed by either the District Testing Coordinator, Special Education Director, or someone in a similar position.  

FinanceIDEA ARP Fund

All IDEA ARP fund expenditure reports must be submitted to OSDE-SES by January 28, 2024.

Alt DiplomaAlternate Diploma Updates

Based on new legislation, Oklahoma has a new graduation pathway for students with the most significant cognitive disabilities.  The new state-defined alternate diploma is available for the school year 2023-2034.  Following graduation, students who graduate with an alternate diploma must be afforded a Free Appropriate Public Education through the school year in which the student turns 22 years of age.  This change will require districts to provide additional services through the Extended Secondary Transition Program.  More information is available regarding the following:

The January EDPlan Schedule and Registration links can be accessed from EDPlan ‘Home’ page in the 'Documents' panel and under the blue 'Help Links' tab.

Each training is scheduled for 2 hours.  Below is a list of the different trainings:

  • Introduction to EDPlan -This training is recommended for new users prior to other process training such as the Eligibility Process, IEP Process and Section 504 Process.
  • EDPlan Administrator Training – This training is recommended for new EDPlan Administrators and will cover responsibilities in EDPlan including impersonation rights,  calendar set- up, reporting periods, how to add and remove staff, caseloads, updating the district calendar, etc.
  • Eligibility Process – This training is recommended for new users responsible for Eligibility Determination Process.  This training will cover Introduction to the Eligibility Process in EdPlan, how to complete the RED, how to complete the Parent ConsentDocumenting Assessments,  how to complete a MEEGS and running reports.

**NEW** COVID-19 Resources for Schools, Students, and Families

**NEW** Resource for Early Childhood Outcomes/Indicator 7

The Child Outcomes Summary Knowledge Check (COS-KC) is now available for all Oklahoma school districts. The COS-KC has a free, online, open-book assessment with 30 multiple-choice items. This validated tool will help districts examine staff knowledge about Early Childhood Outcomes completion (also known as Child Outcome Summaries), and can help guide teams in targeting where additional professional development is needed in  support indicator 7 data. Special education directors can expect an email with additional information about using the COS-KC as well as available resources later this week. For more information, please see Child Outcomes Summary Knowledge Check (COS-KC).

School-Based Health Clinic

Schools who are planning to implement a School-Based Health Center (SBHC), either via telehealth, or a mobile clinic or plan to add oral or mental health to an existing SBHC will have the opportunity to earn a stipend (about $5,000+) for their schools. The stipend can be used to buy supplies, extra duty pay for the school staff person assigned to assist with the clinic, or a start for an RN-School Nurse Salary.

StaffingCPI Trainings for 2023-2024 SY

The Oklahoma State Department of Education, Office of Special Education Services will be holding their CPI 2-day Regional Trainings for you to send 4 employees to get blue card certified.

ONLY 40 people will be able to attend each session, so make sure you register ASAP! Waiting lists have been opened for spots that are sold out.

2024 - Second Semester - 

  • January 11-12, 2024 - Tulsa, Oklahoma - Tulsa Tech, Riverside Campus
  • February 8-9, 2024 - Lawton, Oklahoma - Bishop Public Schools, Gym
  • March 14-15, 2024 - Afton, Oklahoma - Northeast Technology - Afton Campus
  • April 11-12, 2024 - Guymon, Oklahoma - Guymon Jr. High  

 

CPI is approved through Project 613 for substitutes, travel, and lodging. Keep in mind lodging must be at least 60 miles one way. Questions can be directed to Megan Salisbury.

Professional Development**NEW** Secondary Transition (M/M): Using Assessment Results to Develop Meaningful Transition Goals & Services for Students with Mild/Moderate Disabilities

This training will focus on using assessment results to develop meaningful transition plans for students with mild/moderate disabilities.

Participants will:

  • Learn to incorporate transition assessment results into the IEP
  • Review case studies
  • Analyze transition assessment results
  • Use assessment results to identify specific transition strengths and needs and develop postsecondary goals, annual transition goals, services, coordinated activities, and courses of study.
**NEW** Secondary Transition (Severe/Profound): Using Assessment Results to Develop Meaningful Transition Plans for Students Participating in the OAAP

This training will focus on using assessment results to develop meaningful transition plans for students with severve/profound disabilities.

Participants will: 

  • Learn to incorporate transition assessment results into the IEP
  • Review case studies
  • Analyze transition assessment results
  • Use assessment results to identify specific transition strengths and needs and develop postsecondary goals, annual transition goals, services, coordinated activities, and courses of study.
Effective Instructional Practices for Teaching Transition Skills to Students Participating in the Oklahoma Alternate Assessment Program (OAAP) Regional Professional Development

The OSDE-SES is pleased to offer five regional trainings to empower educators to effectively teach transition skills and monitor student progress. This training will demonstrate how to implement effective instructional practices to teach transition skills to students with significant cognitive and adaptive disabilities who participate in the Oklahoma Alternate Assessment Program (OAAP). Special educators and paraprofessionals will learn to use data collection, task analysis (forward and backward chaining), and prompting (when and how to use prompts, how to fade prompts) to enable students to make progress toward their postsecondary and annual transition goals.
