Presence is the leading provider of live, online therapy and evaluation services in pre–K–12 schools. OSDE-SES has been supporting LEAs through a partnership with PCG-Medicaid billing services and Presence this school year to provide free evaluations. However, Presence has now met the limit of the OSDE-SES's allocation of funding for the payment of the free evaluation service to LEAs. The demand this school year has been significantly more than the previous school year for funding these evaluations across the State of Oklahoma. We will review the number of LEAs who took advantage of this free service for evaluations to determine a projection for next year's budget.
Please know for the remainder of this school year Presence will no longer be accepting referrals at no cost to the LEAs. You may contract directly with Presence to meet any of the remainder of the school year evaluation and/or therapy needs or contract with another qualified professional to meet the obligation of Child Find.
OSDE is offering a FREE intervention management tool for all districts, this is a different aspect of EDPlan that is different than EasyIEP. This tool is intended to support district and site level intervention tracking that schools are already completing. Weekly sessions regarding how to use the OKMTSS on EDPlan data management system's intervention platform are open for all educators to attend. We will have two sessions in February, three sessions in March and five sessions in April. These training sessions will provide time for general education teachers to learn how to create a group of students for interventions, how to create an individual student intervention plan targeted to evidence-based intervention protocols provided within the platform, and to see how the progress monitoring data is graphed to provide the visual story necessary to determine if a student is or is not responding to the intervention.
OSDE invites general education teacher to access OKMTSS on EDPlan to learn the function of the system this spring, so that when the system is integrated with all of the district's Student Information System (SIS) across the state starting in the 2024-2025 school year, teachers will have a good understand of how to utilize OKMTSS on EDPlan.

All people have a need for closure-from little things like finishing daily activities to big things like achieving major goals. This need for closure may be even greater for children and young adults who are deafblind or who have other significant support needs. Lack of
opportunities to satisfactorily experience closure may lead to increased stress and anxiety,
much of which could be avoided or at least minimized. This stress and anxiety can be
compounded by ambiguity, which is something we all experience but that may be
magnified simply as a result in living life as a person who is deafblind. This session will cover why closure is so important, the impact of ambiguity on stress and anxiety, and simple things we can do to support the everyday lives of our children or students we serve.

The Oklahoma School for the Deaf is pleased to present the 2024 statewide Deaf Education Conference.
Professionals in the field of deaf education will come together, engage in dynamic workshops, connect with colleagues, and identify pathways to empowering students through access, language, and literacy. Attendees will include early interventionists, early childhood specialists, teachers of the deaf, and educational interpreters.
The pre-conference will be held June 3-4, 2024.

The BEST-STEP program includes a week-long employment program for youth to build their employment skills, followed by a 4 week-paid internship in their community. We are seeking work skills trainers to work with our youth to help develop jobs and serve as job coaches.

TechNow STEM Camp is open to Oklahoma students with disabilities, ages 14-19 who are on an IEP or 504 Plan or who have other documented physical, mental, or cognitive disabilities. At STEM Camp, students will learn different ways to interact with computers, software, and related technologies to design and create: Power Racer dragster, HT Racer, full color patches for jackets, pants and shirts.
They'll get to make shirts, hats, mouse pads, pin back buttons, and bracelets. Students will develop new skills while interacting with peers and making memories that will last a lifetime. This month’s focus is Workplace Readiness Skills! The first resource for this month is a Workplace Readiness Rubric. Check out this amazing resource! Even through the rubric is based on Virginia’s 21st Century Workplace Readiness Skills, the skill categories found in the rubric are personal qualities, people skills, and professional traits that are necessary for employment success anywhere! The Workplace Readiness Rubric could be used as an informal transition assessment for developing annual transition goals in Employment. Some of the skill categories are also relevant to Independent Living and Community Participation.
The Special Education Resolution Center (SERC) has been collaborating with the Oklahoma State Department of Education for nearly 20 years to help families and school districts resolve conflicts at the earliest stage possible. SERC provides services for children from birth to age 3 in SoonerStart and for students ages 3 through 21 in public schools.

The Transition program provides services to prepare students with disabilities for employment and life after high school. Services may include career counseling, vocational evaluation, work adjustment training, on-the-job training, work-study, and job development and placement. The Vocational Rehabilitation and Services for the Blind and Visually Impaired divisions jointly run the Transition program so the youth can easily move into adult services when it is time.

The 2023-2024 Vision Screening Report is now open on Single Sign-On. Each year, the Oklahoma State Department of Education requires schools to report the vision screening results of Kindergarten, first grade, and third grade students, in response to state law 70 O.S. § 1210.284. The Vision Screening report is due June 14, 2024.

The Oklahoma State Department of Education hereby notifies all interested parties of its intent to make available and provide information about P.L. 108-446 IDEA Parts B and C, FFY 2025 grant application, for early intervention [infants and toddlers with disabilities, ages birth to three (0-3)], and children and youth with disabilities ages three through twenty-one (3-21) in Oklahoma.
The first draft of the P.L. 108-446 FFY 2024 grant application has been developed for public review and comment prior to the final draft being submitted to the United States Department of Education, Office of Special Education Programs. The P.L. 108-446 FFY 2025 grant application includes provisions for assuring the state has policies and procedures in effect to meet the eligibility requirements of parts B and C of the act, as well as funds under parts B and C of the act.

The results are reflected on the annual District Determination Profile (DDP). It is important to have a high percentage of exiters participate in the Post-School Outcomes (PSO) Survey to ensure that the data are representative of the State and districts and useful in improving effective transition programs and services. Districts may opt-in to Survey their former students to reconnect and raise PSO response rates.

Professionals in the field of deaf education will come together, engage in dynamic workshops, connect with colleagues, and identify pathways to empowering students through access, language, and literacy. Attendees will include early interventionists, early childhood specialists, teachers of the deaf, and educational interpreters.

The BEST-STEP program includes a week-long employment program for youth to build their employment skills, followed by a 4 week-paid internship in their community. We are seeking work skills trainers to work with our youth to help develop jobs and serve as job coaches.
This is an excellent opportunity for educational professionals looking to earn some money this summer including teachers, paraprofessionals, classroom assistants, etc.
Applicants need their own transportation, be able to pass a background check, and be prepared to work with our awesome youth with disabilities.
Training is provided and there are several camps in the OKC metro and across the state for which they could apply.

TechNow STEM Camp is open to Oklahoma students with disabilities, ages 14-19 who are on an IEP or 504 Plan or who have other documented physical, mental, or cognitive disabilities. At STEM Camp, students will learn different ways to interact with computers, software, and related technologies to design and create: Power Racer dragster, HT Racer, full color patches for jackets, pants and shirts.
They'll get to make shirts, hats, mouse pads, pin back buttons, and bracelets. Students will develop new skills while interacting with peers and making memories that will last a lifetime. The camp is held from 9:00 a.m. - 3:00 p.m. over three days. Below are the dates and locations of the currently planned STEM Camps for Summer 2024.

This month’s focus is Workplace Readiness Skills! The first resource for this month is a Workplace Readiness Rubric. Check out this amazing resource! Even through the rubric is based on Virginia’s 21st Century Workplace Readiness Skills, the skill categories found in the rubric are personal qualities, people skills, and professional traits that are necessary for employment success anywhere! The Workplace Readiness Rubric could be used as an informal transition assessment for developing annual transition goals in Employment. Some of the skill categories are also relevant to Independent Living and Community Participation.
The Special Education Resolution Center (SERC) has been collaborating with the Oklahoma State Department of Education for nearly 20 years to help families and school districts resolve conflicts at the earliest stage possible. SERC provides services for children from birth to age 3 in SoonerStart and for students ages 3 through 21 in public schools.

The Transition program provides services to prepare students with disabilities for employment and life after high school. Services may include career counseling, vocational evaluation, work adjustment training, on-the-job training, work-study, and job development and placement. The Vocational Rehabilitation and Services for the Blind and Visually Impaired divisions jointly run the Transition program so the youth can easily move into adult services when it is time.

Each year, the Oklahoma State Department of Education requires schools to report the vision screening results of Kindergarten, first grade, and third grade students, in response to state law 70 O.S. § 1210.284. The first draft of the P.L. 108-446 FFY 2024 grant application has been developed for public review and comment prior to the final draft being submitted to the United States Department of Education, Office of Special Education Programs. The P.L. 108-446 FFY 2025 grant application includes provisions for assuring the state has policies and procedures in effect to meet the eligibility requirements of parts B and C of the act, as well as funds under parts B and C of the act.

The results are reflected on the annual District Determination Profile (DDP). It is important to have a high percentage of exiters participate in the Post-School Outcomes (PSO) Survey to ensure that the data are representative of the State and districts and useful in improving effective transition programs and services. Districts may opt-in to Survey their former students to reconnect and raise PSO response rates.

OSDE is offering a FREE intervention management tool for all districts. This tool is intended to support district and site level intervention tracking that schools are already completing. Weekly sessions regarding how to use the OKMTSS on EDPlan data management system's intervention platform are open for all educators to attend. We will have two sessions in February, three sessions in March and five sessions in April. These training sessions will provide time for general education teachers to learn how to create a group of students for interventions, how to create an individual student intervention plan targeted to evidence-based intervention protocols provided within the platform, and to see how the progress monitoring data is graphed to provide the visual story necessary to determine if a student is or is not responding to the intervention.
OSDE invites general education teacher to access OKMTSS on EDPlan to learn the function of the system this spring, so that when the system is integrated with all of the district's Student Information System (SIS) across the state starting in the 2024-2025 school year, teachers will have a good understand of how to utilize OKMTSS on EDPlan. Below are the registration links for the training sessions. Please consider sending as many general education teachers as possible to these sessions. OSDE seeks to ensure the platform is accessible for all educators so they can practice this spring, in order to prepare for the coming school year use of the OKMTSS on EDPlan system.
These rescheduled training sessions will focus on using assessment results to develop meaningful transition plans for students with significant support needs (severe/profound) who participate in the OAAP and for students with Mild/Moderate disabilities.

OSDE-SES recommends that participants complete the Secondary Transition for Students with Disabilities self-paced course in OSDE Connect before attending this training. This course is recommended for teachers/providers who are new to secondary transition and as a refresher for experienced staff.

Multi-Tiered System of Supports (MTSS) Fidelity of Implementation
Rubric self-assessment. The self-assessment requires a district-level
MTSS Leadership team to assess the district’s implementation level of
the specific essential components necessary to have an MTSS framework
for academics and behavior.

Certified Trainer for CPIBeginning with the incoming 2024-2025 school year districts requesting training in Nonviolent Crisis Intervention or Nonviolent Crisis Intervention With Advanced Physical Skills are encouraged to send an employee to become a Certified Trainer for CPI. We just wrapped up our annual TechAccess Oklahoma conference, and now we're editing the video recordings so we can post them for you all to view! Video editing includes things like trimming excess content and merging multiple feeds, but it also includes making sure the videos are accurately described (when necessary) and captioned. We thought this was a good opportunity to share a few resources you can use to learn to make your videos accessible!
Lyssa recently recorded a webinar with our partner, The AT3 Center, called Making Accessible Videos. During the webinar, she gives tips on recording video content, describing the video, and captioning the video. Due Process is one of multiple options for dispute resolution in special education, but most people do not realize the complexities involved in such a filing. While it might seem easy to file a due process request (it's only a couple of pages to fill out, what could be so hard?!), what follows the filing often feels daunting, overwhelming, and just plain exhausting for all parties involved. In order to better prepare those considering due process, SERC has plenty of guidance on things to know before you file, including alternate dispute resolution options, and a recent webinar series on due process. SERC is always here to help schools or families discuss considerations for dispute resolution and ensure everyone is fully informed to make the best choice for their situation.
The webinar series is broken into three parts, intended to help prepare those who may be considering filing this particular complaint request: (1.) initial considerations; (2.) preparing for the hearing; and (3.) the hearing itself. OSDE is offering a FREE intervention management tool for all districts. This tool is intended to support district and site level intervention tracking that schools are already completing. Weekly sessions regarding how to use the OKMTSS on EDPlan data management system's intervention platform are open for all educators to attend. We will have two sessions in February, three sessions in March and five sessions in April. These training sessions will provide time for general education teachers to learn how to create a group of students for interventions, how to create an individual student intervention plan targeted to evidence-based intervention protocols provided within the platform, and to see how the progress monitoring data is graphed to provide the visual story necessary to determine if a student is or is not responding to the intervention.

The Center on Transition Innovations at Virginia Commonwealth University is offering a FREE self-paced 9-lesson course aligned with their theme for March, Transition Planning. The BEST-STEP program includes a week-long employment program for youth to build their employment skills, followed by a 4 week-paid internship in their community. We are seeking work skills trainers to work with our youth to help develop jobs and serve as job coaches.

TechNow STEM Camp is open to Oklahoma students with disabilities, ages 14-19 who are on an IEP or 504 Plan or who have other documented physical, mental, or cognitive disabilities. At STEM Camp, students will learn different ways to interact with computers, software, and related technologies to design and create: Power Racer dragster, HT Racer, full color patches for jackets, pants and shirts.
They'll get to make shirts, hats, mouse pads, pin back buttons, and bracelets. Students will develop new skills while interacting with peers and making memories that will last a lifetime. Indicator 14: Post-School Outcomes Survey is the “Percent of youth who had IEPs, are no longer in secondary school and who have been competitively employed, enrolled in some type of postsecondary school, or both, within one year of leaving high school.” The Oklahoma State Department of Education, Special Education Services (OSDE-SES) annually surveys exiters (students who exit the IDEA) aged 16 and up a year after they graduate, drop out, or age out. The results are reflected on the annual District Determination Profile (DDP). It is important to have a high percentage of exiters participate in the Post-School Outcomes (PSO) Survey to ensure that the data are representative of the State and districts and useful in improving effective transition programs and services. Survey is available for districts to survey their former students.

Paraprofessional or Personal Care AssistantThis guidance brief offers guidance for discussion questions IEP teams may use to consider whether or not a student with disabilities needs individualized support from a paraprofessional or personal care assistant. This document addresses instrumental activities of daily living, health-related functions, redirection of behavior, and other tasks as identified in an Individualized Education Program (IEP), Section 504 Plan, or health plan for assigned students.

Rubric self-assessment. The self-assessment requires a district-level

for academics and behavior.

The BEST-STEP program includes a week-long employment program for youth to build their employment skills, followed by a 4 week-paid internship in their community. We are seeking work skills trainers to work with our youth to help develop jobs and serve as job coaches.
This is an excellent opportunity for educational professionals looking to earn some money this summer including teachers, paraprofessionals, classroom assistants, etc.
Applicants need their own transportation, be able to pass a background check, and be prepared to work with our awesome youth with disabilities.

TechNow STEM Camp is open to Oklahoma students with disabilities, ages 14-19 who are on an IEP or 504 Plan or who have other documented physical, mental, or cognitive disabilities. At STEM Camp, students will learn different ways to interact with computers, software, and related technologies to design and create: Power Racer dragster, HT Racer, full color patches for jackets, pants and shirts.
They'll get to make shirts, hats, mouse pads, pin back buttons, and bracelets. Students will develop new skills while interacting with peers and making memories that will last a lifetime. The camp is held from 9:00 a.m. - 3:00 p.m. over three days. Below are the dates and locations of the currently planned STEM Camps for Summer 2024.

Indicator 14: Post-School Outcomes Survey is the “Percent of youth who had IEPs, are no longer in secondary school and who have been competitively employed, enrolled in some type of postsecondary school, or both, within one year of leaving high school.” The Oklahoma State Department of Education, Special Education Services (OSDE-SES) annually surveys exiters (students who exit the IDEA) aged 16 and up a year after they graduate, drop out, or age out. The results are reflected on the annual District Determination Profile (DDP). It is important to have a high percentage of exiters participate in the Post-School Outcomes (PSO) Survey to ensure that the data are representative of the State and districts and useful in improving effective transition programs and services. Survey is available for districts to survey their former students.

Paraprofessional or Personal Care AssistantThis guidance brief offers guidance for discussion questions IEP teams may use to consider whether or not a student with disabilities needs individualized support from a paraprofessional or personal care assistant. This document addresses instrumental activities of daily living, health-related functions, redirection of behavior, and other tasks as identified in an Individualized Education Program (IEP), Section 504 Plan, or health plan for assigned students.
OSDE-SES continues its partnership with PCG-Medicaid billing services and Presence this year. Presence is the leading provider of live, online therapy and evaluation services in pre–K–12 schools and has delivered over 6 million sessions to students around the country.
You may contract directly with Presence to meet any of their evaluation and/or therapy needs.
However, if your district signs up to bill Medicaid through PCG, your district may be eligible to access free evaluations through Presence.

The IDEA Part B Flowthrough Allocation Adjustment has now been uploaded in the Grant Management System (GMS). Districts must create a budget amendment for the IDEA Consolidated Application in order to view and budget those funds. OSDE is offering a FREE intervention management tool for all districts, this is a different aspect of EDPlan that is different than EasyIEP. This tool is intended to support district and site level intervention tracking that schools are already completing. Weekly sessions regarding how to use the OKMTSS on EDPlan data management system's intervention platform are open for all educators to attend. We will have two sessions in February, three sessions in March and five sessions in April. These training sessions will provide time for general education teachers to learn how to create a group of students for interventions, how to create an individual student intervention plan targeted to evidence-based intervention protocols provided within the platform, and to see how the progress monitoring data is graphed to provide the visual story necessary to determine if a student is or is not responding to the intervention.
OSDE invites general education teacher to access OKMTSS on EDPlan to learn the function of the system this spring, so that when the system is integrated with all of the district's Student Information System (SIS) across the state starting in the 2024-2025 school year, teachers will have a good understand of how to utilize OKMTSS on EDPlan.

March is Brain Injury Awareness Month! Check out these AT devices chosen by our AT specialists from the Learning, Cognition, and Development category that can be used to help people with brain injuries complete everyday tasks. These devices can help with memory and recall, sequencing, and completing tasks.
As you plan for next school year, remember all curricular materials must be created, or adapted, so they are accessible to all students. If your school district is planning on purchasing materials, contract language should be included that speaks to the publisher’s obligation to provide the materials in an accessible format. Contracts should request curriculum files be placed in the NIMAC at the time of purchase. This ensures the materials are available to all students promptly. Visit the NIMAC website for more information.
Note: Any materials a school district purchases that are on the state-approved textbook adoption list must be available in an accessible digital format for students. This is because the Oklahoma State Department of Education requires publishers to submit the book files to the National Instructional Materials Access Center (NIMAC), making them available to Accessible Media Producers (AMPs) such as Bookshare.
“Bookshare makes reading easier. People with dyslexia, blindness, cerebral palsy, and other reading barriers can customize their experience to suit their learning style and find virtually any book they need for school, work, and the joy of reading," according to the Bookshare website.
Bookshare is an excellent resource for teachers and administrators when considering accessible educational materials (AEM).

Checking blood pressure at home can help at-risk individuals detect high blood pressure early. Self-monitoring also helps healthcare providers make the best treatment plans. Monitoring blood pressure at home also leads to healthcare cost savings for those who need to check their numbers regularly. When you check your blood pressure at home, you might get a more accurate picture of your numbers when you're not at the doctor's office.
Because of this, Oklahoma ABLE Tech is receiving more requests for home blood pressure monitors than ever. Right now, over 200 people are waiting to get wrist or arm blood pressure monitors.

On February 15, Oklahoma ABLE Tech staff conducted the second session of our recurring, three-part workshop series designed to develop participants’ knowledge, skills, and competencies related to assistive technology (AT). In Part 2 of the series, workshop attendees examined the process of conducting an AT assessment. Staff were thrilled to offer Part 2 in a hybrid format, allowing participants to join virtually and in person in Stillwater. Participants who joined in person enjoyed hands-on experience with multiple AT devices.
Enthusiasm was high as attendees explored various AT devices and began bridging theory with practical application. Among them, a speech therapist shared a transformative insight gained during the workshop: one student of hers has difficulty speaking quietly due to a medical condition. The student uses a wheelchair and has difficulty with his breath support. He has come a long way with speech and language and continues to work on his posture for breath support; however, he continues to have difficulty speaking loudly enough for people to hear and understand him. The workshop attendee had never considered recommending a device with voice amplification until coming to ABLE Tech’s workshop in person in Stillwater. She decided to use ABLE Tech’s Short-Term Loan Program to borrow the technology to help her make an informed decision about what assistive technology could best support her student.

Empowering Voices: Effective AAC Evaluations RecapRecent estimates indicate that 5 million Americans and 97 million people in the world may benefit from Augmentative and Alternative Communication (AAC) (Beukelman and Light (2020.)
Oklahoma ABLE Tech staff have taken a proactive approach to address this need through their Empowering Voices: Effective AAC Evaluations Workshops designed for speech therapists, educators, and other professionals who work with individuals of all ages with communication difficulties. These workshops aim to empower professionals with the necessary knowledge and confidence to conduct thorough AAC assessments and acquire AAC tools for individuals in need.

The United States Department of Education (USDE) recently released guidance regarding IDEA's requirements for assistive technology (AT). This January 2024 PDF document provides specific information on the provision of AT as part of IDEA Part C (0-2 years of age) and Part B (3-22 years of age), as well as myths and facts about devices, services, and funding for AT. Parents, early intervention providers, and school district employees might be especially interested in reading through this document to better understand the federal requirements for individuals with disabilities.

OSDE-SES continues its partnership with PCG-Medicaid billing services and Presence this year. Presence is the leading provider of live, online therapy and evaluation services in pre–K–12 schools and has delivered over 6 million sessions to students around the country.
You may contract directly with Presence to meet any of their evaluation and/or therapy needs.
However, if your district signs up to bill Medicaid through PCG, your district may be eligible to access free evaluations through Presence.

Alternate Diploma UpdatesBased on new legislation, Oklahoma has a new graduation pathway for students with the most significant cognitive disabilities. The new state-defined alternate diploma is available for the school year 2023-2034. Following graduation, students who graduate with an alternate diploma must be afforded a Free Appropriate Public Education through the school year in which the student turns 22 years of age. This change will require districts to provide additional services through the Extended Secondary Transition Program. More information is available regarding the following:

OSDE is offering a FREE intervention management tool for all districts, this is a different aspect of EDPlan that is different than EasyIEP. This tool is intended to support district and site level intervention tracking that schools are already completing. Weekly sessions regarding how to use the OKMTSS on EDPlan data management system's intervention platform are open for all educators to attend. We will have two sessions in February, three sessions in March and five sessions in April. These training sessions will provide time for general education teachers to learn how to create a group of students for interventions, how to create an individual student intervention plan targeted to evidence-based intervention protocols provided within the platform, and to see how the progress monitoring data is graphed to provide the visual story necessary to determine if a student is or is not responding to the intervention.
OSDE invites general education teacher to access OKMTSS on EDPlan to learn the function of the system this spring, so that when the system is integrated with all of the district's Student Information System (SIS) across the state starting in the 2024-2025 school year, teachers will have a good understand of how to utilize OKMTSS on EDPlan.

Special Education Services & Management TrainingThe Office of Special Education Services in collaboration with Dr. Kaylin Coody will be hosting one-day Special Education Services and Management training this Spring. Training will be held on March 7, 2024 in Glenpool, Oklahoma.
This training is a general training that reviews Special Education legal history, basic behavior information, meaning of learning styles, and accommodations/modifications. It is largely designed for novice paraprofessionals.
In completing the training, paraprofessionals are awarded six hours of professional development to count towards yearly requirements.
There is no cost associated with the training. If participants cannot attend, the district will be responsible for the cost associated with the participant(s). Enrollment is limited to 50 participants.
The OSDE-SES is pleased to offer five regional trainings to empower educators to effectively teach transition skills and monitor student progress. This training will demonstrate how to implement effective instructional practices to teach transition skills to students with significant cognitive and adaptive disabilities who participate in the Oklahoma Alternate Assessment Program (OAAP). Special educators and paraprofessionals will learn to use data collection, task analysis (forward and backward chaining), and prompting (when and how to use prompts, how to fade prompts) to enable students to make progress toward their postsecondary and annual transition goals.
If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry. All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs.

Over the past several years, the Oklahoma State Department of Education, Office of Special Education Services (OSDE-SES) has partnered with the Oklahoma Health Care Authority (OHCA) to provide a system for School-Based Medicaid reimbursement that is compliant and user-friendly for schools. OHCA has identified the OSDE as the program administrator for the school-based Medicaid program. OSDE has contracted with the Public Consulting Group (PCG) to submit claims on behalf of districts. However, the “school-based Medicaid program” is inclusive of any school that bills Medicaid, even if it does not use PCG to submit its claims. Please see the Medicaid Memo for more information.

If your district is anticipating more than 1.0 percent of your testing population (Grades 3-8, and 11) will participate in the OAAP/DLM testing in the 2024 spring operational window, the survey: “2024 Justification for Exceeding 1.0 % in OAAP Participation” must be completed online by March 1, 2024.
If your district is not expecting to exceed the cap, no action is required. The survey is designed to be completed by someone at the administrative level with special education and state testing knowledge. It may be completed by either the District Testing Coordinator, Special Education Director, or someone in a similar position.

Paraprofessional ConferenceThe Oklahoma State Department of Education, Office of Special Education Services will be holding their 2nd Annual Paraprofessional Conference in 4 locations around the state. We have also created a Paraprofessional Website for the 2023-2024 Conference with all information regarding the conference.
Registration is now OPEN for districts to send their paraprofessionals or other support staff to attend the 2nd Annual Paraprofessional Conference for their yearly 6 hours of Professional Development. LAMP is an augmentative alternative communication (AAC) approach designed to give individuals who are nonverbal or have limited verbal abilities a method of independently expressing themselves through the use of speech-generating device. Over the past several years, the Oklahoma State Department of Education, Office of Special Education Services (OSDE-SES) has partnered with the Oklahoma Health Care Authority (OHCA) to provide a system for School-Based Medicaid reimbursement that is compliant and user-friendly for schools. OHCA has identified the OSDE as the program administrator for the school-based Medicaid program. OSDE has contracted with the Public Consulting Group (PCG) to submit claims on behalf of districts. However, the “school-based Medicaid program” is inclusive of any school that bills Medicaid, even if it does not use PCG to submit its claims. Please see the Medicaid Memo for more information.

SPARK, or Special Education Professional Advancement and Refinement of Knowledge, is an initiative of the Oklahoma State Personnel Development Grant (OK-SPDG). At the highest level of support, OK-SPDG provides in-person and virtual direct coaching support through the SPARK initiative. Interested special educators are selected for this support through an objective application process.
For the purposes of this initiative, OK-SPDG defines "early career special educator" as any individual who has worked as a PreK-12th grade special education teacher for 5 years or less, regardless of prior teaching experience. In order to qualify for this coaching support, the applicant must be employed for the 2023-24 school year in an Oklahoma public school as a special education teacher and providing specially designed instruction for students on an Individualized Education Program (IEP) for at least 50% of their contract time. Participants who are selected for professional development and complete the 10 hours of provided coursework will receive a $500 stipend. Participants selected for professional development and coaching and complete the 10 hours of provided coursework and engage fully in coaching will receive a $2,000 stipend. More information regarding stipends will be provided at the time of selection.

This guidance brief offers guidance for discussion questions IEP teams may use to consider whether or not a student with disabilities needs individualized support from a paraprofessional or personal care assistant. This document addresses instrumental activities of daily living, health-related functions, redirection of behavior, and other tasks as identified in an Individualized Education Program (IEP), Section 504 Plan, or health plan for assigned students.
OSDE-SES continues its partnership with PCG-Medicaid billing services and Presence this year. Presence is the leading provider of live, online therapy and evaluation services in pre–K–12 schools and has delivered over 6 million sessions to students around the country.
You may contract directly with Presence to meet any of their evaluation and/or therapy needs.
However, if your district signs up to bill Medicaid through PCG, your district may be eligible to access free evaluations through Presence.
If your district is anticipating more than 1.0 percent of your testing population (Grades 3-8, and 11) will participate in the OAAP/DLM testing in the 2024 spring operational window, the survey: “2024 Justification for Exceeding 1.0 % in OAAP Participation” must be completed online by March 1, 2024.
If your district is not expecting to exceed the cap, no action is required. The survey is designed to be completed by someone at the administrative level with special education and state testing knowledge. It may be completed by either the District Testing Coordinator, Special Education Director, or someone in a similar position.

IDEA Allocation AdjustmentThe IDEA Part B Flowthrough Allocation Adjustment has now been uploaded in the Grant Management System (GMS). Districts must create a budget amendment for the IDEA Consolidated Application in order to view and budget those funds. To access the Grants Management System (GMS), go to the Oklahoma State Department of Education (OSDE) website and scroll down to the Oklahoma State Department of Education Single Sign-On and click to access the site.

Alternate Diploma UpdatesBased on new legislation, Oklahoma has a new graduation pathway for students with the most significant cognitive disabilities. The new state-defined alternate diploma is available for the school year 2023-2034. Following graduation, students who graduate with an alternate diploma must be afforded a Free Appropriate Public Education through the school year in which the student turns 22 years of age. This change will require districts to provide additional services through the Extended Secondary Transition Program. More information is available regarding the following:

Assistance to schools/districts will be available through various formats to include e-mail, phone, virtual (via Microsoft Teams) and/or in-person. OSDE is offering a FREE intervention management tool for all districts, this is a different aspect of EDPlan that is different than EasyIEP. This tool is intended to support district and site level intervention tracking that schools are already completing. Weekly sessions regarding how to use the OKMTSS on EDPlan data management system's intervention platform are open for all educators to attend. We will have two sessions in February, three sessions in March and five sessions in April. These training sessions will provide time for general education teachers to learn how to create a group of students for interventions, how to create an individual student intervention plan targeted to evidence-based intervention protocols provided within the platform, and to see how the progress monitoring data is graphed to provide the visual story necessary to determine if a student is or is not responding to the intervention.
OSDE invites general education teacher to access OKMTSS on EDPlan to learn the function of the system this spring, so that when the system is integrated with all of the district's Student Information System (SIS) across the state starting in the 2024-2025 school year, teachers will have a good understand of how to utilize OKMTSS on EDPlan.

The State Personnel Development Grant presents the Oklahoma Multi-Tiered System of Supports Community of Practice. This month Community Of Practice will take place February 29, 2024 at 9am. This monthly session follows the SPDG's asynchronous professional development sequence available on OSDE Connect.
The Office of Special Education Services in collaboration with Dr. Kaylin Coody will be hosting two one-day Special Education Services and Management training this Spring. One will be held on March 4, 2024 in Moore, Oklahoma. The other will be held on March 7, 2024 in Glenpool, Oklahoma.
This training is a general training that reviews Special Education legal history, basic behavior information, meaning of learning styles, and accommodations/modifications. It is largely designed for novice paraprofessionals.
In completing the training, paraprofessionals are awarded six hours of professional development to count towards yearly requirements.
There is no cost associated with the training. If participants cannot attend, the district will be responsible for the cost associated with the participant(s). Enrollment is limited to 50 participants.
Cerebral/Cortical Visual Impairment (CVI) is a hidden epidemic. Based in the brain, CVI is alarmingly underdiagnosed and misunderstood. Less than 20% of children with CVI have been diagnosed, according to research conducted by the CVI Center at Perkins. More than ever before, the time is now to confront CVI — because we know we can help children with CVI learn to access their world and define their success with timely diagnosis, targeted interventions, trained teachers, and effective services and education.

The Oklahoma School for the Deaf is pleased to present the 2024 statewide Deaf Education Conference.
Professionals in the field of deaf education will come together, engage in dynamic workshops, connect with colleagues, and identify pathways to empowering students through access, language, and literacy. Attendees will include early interventionists, early childhood specialists, teachers of the deaf, and educational interpreters.

Paraprofessional ConferenceThe Oklahoma State Department of Education, Office of Special Education Services will be holding their 2nd Annual Paraprofessional Conference in 4 locations around the state. We have also created a Paraprofessional Website for the 2023-2024 Conference with all information regarding the conference.
Registration is now OPEN for districts to send their paraprofessionals or other support staff to attend the 2nd Annual Paraprofessional Conference for their yearly 6 hours of Professional Development. Make sure you register for the ONE location you would like to attend before all the spots are filled! Seats are limited!

Secondary Transition for Students with DisabilitiesThe Secondary Transition for Students with Disabilities self-paced course has been released and is now open for enrollment in OSDE Connect. This course is recommended for teachers/providers who are new to secondary transition and as a refresher for experienced staff. There are great links and resources contained in the course. Participants will receive a certificate of completion. This is also a recommended pre-requisite for participants in enrolled in the upcoming Secondary Transition (Severe/Profound): Assessment Results to Develop Meaningful Transition Plans for Students who Participate in the OAAP on February 27th in Oklahoma City, as well as the sessions for Mild/Moderate and Severe/Profound in the Tulsa area in May.

The OSDE-SES is pleased to offer five regional trainings to empower educators to effectively teach transition skills and monitor student progress. This training will demonstrate how to implement effective instructional practices to teach transition skills to students with significant cognitive and adaptive disabilities who participate in the Oklahoma Alternate Assessment Program (OAAP). Special educators and paraprofessionals will learn to use data collection, task analysis (forward and backward chaining), and prompting (when and how to use prompts, how to fade prompts) to enable students to make progress toward their postsecondary and annual transition goals.
If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry. All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs.

LAMP is an augmentative alternative communication (AAC) approach designed to give individuals who are nonverbal or have limited verbal abilities a method of independently expressing themselves through the use of speech-generating device.
